OK, I just received it (scandalous cover or not) and it is indeed regionfree, and Englishfriendly (both subs and a 2.0 English dub)

OK, I received this edition and I can confirm the following:

-Regionfree: full ABC and proudly stating so on the back.
-Japanese 5.1 soundtrack
-English 2.0 soundtrack
-Japanese 2.0 audio commentary
-English subtitles on all episodes
-No English subtitles for the audio commentary

Other remarks:
The cover is scandalous but the booklet is quite good (if short).
Video quality is controversial: Bandai used a new upscaling technique which features "blurring". During action this looks good, but whenever they forget to turn it off during a quieter scene you see weird stuff in the background that is even worse than what you get with DNR overuse.

And YesAsia has a cover as well. A pretty scandulous one too, quite the eyecatcher if you are into lolita stuff.

According to Yesasia this is region free
