YesAsia are listing this as a region-free release. They're also listing the audio language as "Japanese", but from what I recall of this film, it's a mix of Japanese and English in the "original audio", so perhaps that's labelled Japanese.

According to the official website for Blood, www.aniplex.co.jp/blood/blu_ray/index.html, the Blu-ray includes English subs but no English audio
