OUTRAGE is coming to Blu-ray Disc with English subtitles

Looks like at least one Japanese distributor has finally understood how to increase international sales for their domestic home video releases and has decided to release a new Japanese film with English subtitles!
The subject for this revolutionary approach will be Takeshi Kitano's latest output Outrage. The yakuza drama will be released on Blu-ray Disc (and DVD) with the mentioned English subtitles from Bandai's sublabel Honneamise on December 3rd. There will also be a limited edition with two bonus DVDs.

At least we are getting more Kitano films on BD. Now if we can just get the powers that be to release Sonatine, Hana-bi, and other films of Kitano on BD..........

I don't think this is quite as revolutionary as it sounds. Bandai has already released at least some of Kitano's films on DVD in Japan with English subtitles in the past. The Japanese DVD for BROTHER, which I once upon a time imported because the R1 was censored, has optional English subtitles for the Japanese dialogue and optional Japanese subtles for the English dialogue.
